    @ EbDoug: As that nice Mr. Rumsfeld explained, there is regrettable collateral damage when one goes to war. Seems to be pretty clear to those that dropped the bombs and fired the missiles. The kind folks that took us to war twice in 18 months rest easily because they are comfortable in believing that all actions of the army they went to war with were taken with an eye towards minimizing collateral damage. I’m guessing they really didn’t understand that collateral damage meant the death and injury of civilians.

    In regards to blame for Clinton, I treat it from the aspect of military watchstanding. When one assumes a watch one assumes all duties and responsability of that watch. It is the duty of all oncoming watchstanders to know the status of all the things that could affect that watchststion. President Clinton performed his portion of watch turnover and it became the watch of President Bush when he said “I have the watch”. Anything else is just a simple case of sea lawyers trying to weasel out of their screw up!!!!!!
