    I think that blaming people who don’t look like you was part of the genesis of WWII — and a lot of wars (our 200 years of armed action against the Native Americans for example) — and well predates it. In fact, I think some of the latest neurological research indicates a biological origin, thus the strategy may have prehistoric and maybe even pre-homo sapien roots.
