    When they say that Republicans introduced the bill, surely they mean to say that Democrats made disagreeable changes to it after the fact?

    Kind of a cheap shot for a joke if that’s the case.

    No, the Republicans actually introduced the bill, to force a vote on raising the debt ceiling. They introduced it intending to vote against it. Pure political theater.
